Project Context and Scope
The International Organization for Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR) in Armenia are jointly implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia.” This two-and-a-half-year initiative, co-funded by the European Union (EU), aims to strengthen migration and asylum governance in Armenia in line with principles of good governance, rule of law, and respect for human rights. The project seeks to contribute to more effective, accountable, and rights-based service delivery, supporting well-managed and secure cross-border mobility.
In the context of the ongoing Visa Liberalization Dialogue between Armenia and the European Union, a significant number of legislative and policy reforms have been initiated across migration, border management, document security, citizenship, and related sectors. Given the cross-sectoral nature of these reforms and the involvement of multiple institutions, there is a need for a consolidated assessment of the current legislative reform process.
The purpose of this assignment is to provide a comprehensive inventory of migration- and citizenship-related legal acts, assess the status of legislative alignment efforts towards international and european standards, identify ongoing reforms and their status quo, outstanding reform needs, and develop a practical roadmap for the completion of pending reforms. The assignment will also include a review of the citizenship legislation and the preparation of concrete recommendations and draft amendment proposals to support further alignment with relevant international and European standards and policy objectives.
In this context, the consultant will be expected to conduct analysis of legislation, policy documents, government decisions, draft legal acts, and relevant planning documents. Consultations with key stakeholders may be conducted, as necessary, to clarify the status of ongoing reform initiatives.

Tasks to be performed under this contract
Education
- Advanced university degree in Law, Migration Studies, Political Studies or other relevant disciplines.
Experience
- At least 5 years of relevant professional experience in legal and policy analysis;
- Proven experience in reviewing and interpreting national legislation and regulatory frameworks;
- Proven knowledge of EU legislative and administrative frameworks governing migration;
- Experience in working with public administration and governmental institutions;
- Experience in working with international organizations will be considered an advantage;
- Experience in working on topics related to migration, governance, citizenship is considered an advantage;
- Ability to provide clear and practical legal guidance and recommendations.
Languages
For this consultancy, fluency in Armenian and working knowledge of English are required (oral and written), the interview will be held in English.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
