Organizational Context and Scope
Under the overall supervision of the Chief of Mission, in close coordination with the Senior Emergency Coordinator and the direct supervision of the Field Emergency Officer, the Migrants Protection Officer will be responsible and accountable for coordinating and implementing IOM Haiti’s migrant protection and assistance interventions across the country, while ensuring effective interagency coordination and protection-focused responses for returned migrants and other vulnerable migrant populations.
- Support the coordination of the implementation of IOM Haiti’s protection and assistance activities for forcibly returned migrants and monitor progress against project objectives, indicators, and donor commitments.
- Contribute technical inputs to the design, implementation, and adaptation of operational and protection response strategies in line with evolving humanitarian needs and population movements.
- Supervise and support staff assigned to migrant protection and assistance activities, coordinate workplans and task allocation, and build staff capacity as required.
- Liaise and coordinate with relevant government authorities, UN agencies, international and national NGOs, and other stakeholders during deportation events and throughout the response to ensure timely, effective, and well-coordinated assistance and protection services.
- Contribute to the integration of protection principles, including Prevention of Sexual Exploitation and Abuse (PSEA), protection mainstreaming, gender equality, child safeguarding, and Do No Harm approaches across all migrant assistance and protection interventions.
- Coordinate data collection, monitoring, and reporting activities related to migrant protection and assistance programmes, including population movement trends, operational performance, and donor reporting requirements, while supporting information management and knowledge-sharing initiatives.
- Within the Protection Cluster, act as the focal point for all matters in relation to migrants protection, contribute to the preparation of interagency response planning and resource mobilization products, support the development of protection standards, referral pathways, capacity-building initiatives, and advocacy efforts, aimed at strengthening coordinated responses and national protection systems for returned migrants and deportees.

Education
- Master’s degree in Management, Statistics, Political Sciences, Human Rights, Cooperation and Development, International Relations, Humanitarian Assistance or a related field from an accredited academic institution with two years of relevant professional experience; or,
Bachelor’s degree in the above fields with four years of relevant professional experience.
Experience
- Experience in emergency response and/or migrant protection in crisis, post-conflict and other displacement situations;
- Experience in humanitarian affairs, and/or development relating to migration, refugee, IDP issues, showing increasing levels of responsibility; field experience preferred;
- Experience in liaising with governmental authorities, other national/international institutions, and NGOs; and,
- Experience supporting inter-agency coordination mechanisms with a wide range of stakeholders, preferably on Protection. Demonstrable knowledge of the critical components to facilitate effective inter-agency coordination.
Skills
- Knowledge of Movement Operations program implementation and familiarity with IOM's administrative, financial and business rules and practices is desirable;
- Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and the Humanitarian Programme Cycle (HPC), and roles/responsibilities of key humanitarian actors;
- Strong planning, coordination, interpersonal, and communication skills, including ability to work in a multi-cultural environment;
- Advanced knowledge of Office 365 suite including MS Excel is desirable; and,
- Understanding and respect of IOM’s data protection guidelines.
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
