Organizational Context and Scope
Following the escalation of violence in Rakhine State, Myanmar in 2017, more than half a million Rohingya refugees crossed the border and sought shelter in Teknaf and Ukhiya sub-districts of Cox’s Bazar, Bangladesh. Cox’s Bazar is ranked amongst the poorest districts of Bangladesh. Currently almost 1 million Rohingyas live in 33 congested camps in Cox’s Bazar. IOM has been providing critical assistance since 2017 to both Rohingyas and host communities.
Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Head of Humanitarian Assistance and Operations, with guidance from the Deputy Chief of Mission in Cox’s Bazar, the Programme Manager will be responsible for the operational and budgetary management and technical supervision of the Shelter/Non-Food Item (NFI) programme of IOM in Bangladesh. The successful candidate will be responsible for the planning, implementation and coordination of the frontline response, pipeline and Shelter/NFI programme management, reporting and monitoring of teams in Cox’s Bazar, Bangladesh.
- Responsible for planning, developing and monitoring the effective implementation of IOM Bangladesh’s Shelter/NFI operations and ensure IOM’s project implementation is in line with the sector policies and strategic.
- Responsible for all Shelter/NFI project spending and ensuring that all project activities are aligned to donor commitments and as per the financial regulations of IOM.
- Keep updated with policies, strategies related to Shelter/NFI programming in humanitarian context and ensure integrated Shelter/NFI programming.
- Responsible for new project development, as well as engagement with affected community, local government and other humanitarian and developments actors to define and pilot alternative solutions for displaced populations.
- Participate and represent IOM in Shelter/NFI/SMSD Sector forums such as general coordination meetings, Strategic Advisory Group and other ad hoc technical meetings.
- Plan, supervise and coordinate implementation of all Shelter/NFI activities including Monitoring and Evaluation (M&E) in Cox’s Bazar in collaboration with relevant IOM units and field staff, to ensure effective and timely implementation in accordance with IOM and sector standards and guidelines.
- Coordinate the overall delivery of the works, taking responsibility for overall process and use of resources and initiating corrective process where necessary.
- Ensure quality of deliverables and services in compliance to minimum standards where applicable.
- Contribute to the integration crosscutting issue such as gender, accountability to affected people, environment and Disaster Risk Reduction (DRR) in the programme/project. Ensure these are properly reflected in the IOM Shelter/NFI responses.
- Responsible for all Shelter/NFI programme/project reporting and providing regular input to the reporting unit for donor updates, donor reports newsletters, etc. as needed.
- Coordinate with Human Resources Unit on recruitment and training. Supervise programme staff through the different phases of the programme cycle.
- Coach, support and oversee the performance of the field staff assigned activities related to Shelter/NFI programmes.
- Ensure appropriate coordination with all humanitarian partners as well as with local authorities in Cox’s Bazar, Bangladesh.
- Undertake duty travel as required, for project site review and other duties of concern to the project activities.
Perform such other duties as may be assigned.
Education
- Master’s degree in civil engineering, architecture or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience working with the United Nations (UN) or International organization or Non-Government Organization (NGO); and,
- Experience in international humanitarian responses, specifically field experience in Shelter/NFI programme management is required;Emergency experience and previous project implementation and solid and effective management experience including project monitoring and reporting in IOM are an advantage.
Skills
- Knowledge in IOM Shelter and NFI portfolio, technical guidelines, minimum standards, policies and coordination architecture;
- Knowledge of UN system and donor programming environment;
- Ability to establish and maintain strong working relationship with stakeholders including government partners and colleagues from other agencies and sectors;
- Demonstrated ability to supervise and manage large number of staff;
- Excellent knowledge of the IOM project management cycle will be treated as advantage;
Excellent communication and negotiation skills;
- Strong strategic analysis capacity, writing skills, organizational and planning skills; and,
- Knowledge of the region and country is desirable;Solid computer skills including proficiency in Microsoft Office package (office, excel, PowerPoint, outlook) and other commonly used software.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Bengali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
