Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that millions of people are in immediate need of emergency assistance and protection.
In addition, the country faces losses of many people’s lives and devastating destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure has been damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services.
In April 2024, UNDP launched a five-year Green Energy Recovery Programme in Ukraine (GERP), an integrated initiative designed to diversify the country’s energy mix and address the impact of the war on its outdated energy systems. The Programme supports the National Energy Strategy of Ukraine, contributing to energy security and independence, promoting a green recovery and transition of the energy sector, and facilitating further synchronization with the EU energy markets. It supports national and local governments to repair and decentralize energy infrastructure, increase the share of renewable energy sources, and ensure the continuity of critical services to war-affected populations. In this context, and to strengthen the Programme’s monitoring, evaluation, accountability and learning function, UNDP is recruiting an M&E Associate to support the M&E Analyst in delivering Programme-wide M&E activities.
The incumbent will prioritize gender equality and women’s empowerment within all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
- Support the development and refinement of Monitoring and Evaluation (M&E) framework (s) in line with an Annual Work Plan, to inform effective Results Based Management methodologies;
- Support in the identification and formulation of evaluation findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management;
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
The incumbent will work under the overall supervision of the Programme Manager and the direct supervision of the M&E Analyst (NPSA-9). The M&E Associate will work as an integral part of the GERP team, in close collaboration with the Project Analyst and Country Office (CO) M&E team staff to ensure M&E requirements are fulfilled and the M&E Framework(s) is reported against in a timely manner with required quality checks, and M&E of the entire Programme is performed to the highest standards in line with UNDP CO guidelines and procedures.
