Organizational Context and Scope
Beginning on 10 April 2026, Super Typhoon Sinlaku impacted Chuuk State, FSM, bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. On 13 April 2026, the FSM declared a State of Emergency, allocated funds from the Disaster Assistance Emergency Fund (DAEF), and requested assistance from the United States Government for disaster relief and humanitarian support, in accordance with the COMPACT agreement. As the USG’s implementing partner, the International Organization for Migration (IOM) will support Chuuk with relief efforts and the reconstruction of public facilities and housing through the reconsruction component of the READY project.
Under the direct supervision of the Chief of Mission in Pohnpei, Federated States of Micronesia, the Operations Officer will support the implementation of the operations activities as a support to the reconstruction component of the READY project in Chuuk.
- Oversee all logistical operations in Chuuk to ensure the smooth and efficient implementation of the Typhoon Sinlaku reconstruction component of the READY project by coordinating, supervising, and monitoring the activities of staff, contractors, and other stakeholders involved in executing assigned tasks.
- Plan and execute distribution of supplies, construction materials and equipment to be timely delivered to the construction sites in remote islands through proper coordination with the Construction Manager and Program Engineer in Chuuk, and/or the transportation service provider.
- Ensure safe operations both in the warehouses and during distributions to avoid hazards and injuries through implementation of safety policies and procedures in line with IOM standards and education of the staff on said policies and procedures.
- Coordinate with the Security Officer in Chuuk, to ensure safe operations and maintenance of the fleet, both land and marine vehicles by coordinating and monitoring the schedule of the movements of materials, equipment and staff in compliance with the project requirements.
- Coordinate with the Warehouse Officer in Chuuk to ensure the warehouse meets or exceeds the IOM Global Guidance and Standard Operating Procedures (SOP’s )for Warehouse Management by keeping and maintaining a comprehensive inventory of goods, completed documents and updated records for receiving, storage and movements/withdraws of supplies, materials and equipment.
- Coordinate, review and submit purchase requests for any needs of the Operations/Logistics Team.
- Communicate regularly with the Construction Manager, Chief of Party and the Head of Sub-office in Chuuk to inform of any potential obstacles or issues that would impede programme activities and resolve any arising problems through regular meetings.
- Evaluate distribution/logistic processes to check if the IOM standard of transparency, ethics and efficiency are met.
- Regularly report on the statistics of the mission, field teams and current state of logistics operations as requested to monitor project progress by completing, compiling and submitting reports on deliveries and distributions in a timely manner.
- Comply with IOM's policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment in order to contribute to a healthy workplace.
- Travel both in and outside of the lagoon as required.
- Perform such other duties as may be assigned.
Education
- Master’s degree in Business Management, Logistics, Transportation/Traffic Engineering, Safety Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in managing distribution teams during transportation of materials to remote and isolated open ocean islands;
- Experience in dealing with sea shipping service providers and coordinating related logistic stakeholders;
- Experience in liaising with local government/community authorities and with other national and international institutions; and,
- Experience in the Pacific region and in emergence response.
Skills
- Broad sector knowledge in the areas of operations in after disaster and conflict community stabilization and reconstruction responses.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
