Organizational Context and Scope
The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. The office manages a range of programmes related to the construction, maintenance, and enhancement of critical infrastructure, including emergency response facilities, warehouses, and other community and public infrastructure. These programmes aim to strengthen local capacities, improve logistical efficiency, and ensure the sustainability and resilience of infrastructure systems in the face of natural hazards and impacts of natural disasters. Beginning on 10 April 2026, Super Typhoon Sinlaku impacted Chuuk State, FSM, bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. On 13 April 2026, the FSM declared a State of Emergency, allocated funds from the Disaster Assistance Emergency Fund (DAEF), and requested assistance from the United States Government for disaster relief and humanitarian support, in accordance with the COMPACT agreement. As the USG’s implementing partner, the International Organization for Migration (IOM) will support Chuuk with relief efforts and the reconstruction of public facilities and housing through the reconsruction component of the READY project. IOM is therefore seeking a Program Engineer to play a key role in supporting the implementation of construction projects in Chuuk following Typhoon Sinlaku.
Under the direct supervision of the Chief of Mission, the Program Engineer will be responsible and accountable for supporting implementation of construction projects in Chuuk for both public infrastructure and private housing.
- Contribute to develop and provide technical documentation (Detailed Engineering Document (DED), Bill of Quantity (BoQ), specifications, etc.) for construction projects by coordinating with the HoEU and Construction Manager towards to assure compliance to technical requirements of IOM, DOS and Government authorities.
- Provide technical support and recommendation to the Construction Manager for approval of technical documentation by reviewing and eventual editing of prepared drawings (using AutoCAD), specifications, scope of work, work schedule, bill of quantities, cost estimates and any other required technical documents.
- Monitor contractor’s compliance with the technical requirements of the contract to facilitate project plan accuracy and quality by reviewing deliverables and recommending appropriate corrective actions, when necessary.
- Coordinate and assist in the quality control of the project plan in order to achieve expected results by reviewing reports and material specifications and communicating effectively any issue with the Construction Manager and HoEU.
- Provide technical support to the procurement unit, by preparing Bill of Quantity (BoQs) and other construction-related procurement documents, performing bid analysis and technical evaluation of the bids towards to assure transparent and fair tendering process.
- Provide assistance to the HoEU and Consruction Manager to provide regular reports of reconstruction project status by collecting, analysing and summarizing information and reporting on various aspects of the project including financial, technical and schedule compliance.
- Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse (PSEA) and promotion of a respectful work environment in order to contribute to a healthy workplace.
- Participate as a member of duty travel teams relating to project implementation, as required.
- Perform such other duties as may be assigned.
Education
- Master’s degree in Civil Engineering, Architecture or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
- Certification as a licensed professional Engineer.
Experience
- Experience in the field of construction engineering and contract management;
- Experience in design, planning and implementation of civil design projects; and,
- Experience working with a non-governmental organization and/or international organization an advantage.
Skills
- Excellent knowledge of design and visualizations software such as AutoCAD; and,
- Knowledge of applicable codes, policies, standards and best practices related to project.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
