This restructuring positions UNDP Egypt to remain a lean, responsive, and financially sustainable partner, one that is equipped to deliver integrated development solutions that support the country’s long-term aspirations.

Within this reform context, the Programme Management Support Unit (PMSU) serves as a cornerstone of the Country Office’s new operating model. The PMSU functions as the institutional backbone for programme quality, financial integrity, and results performance, ensuring that development interventions are strategically coherent, operationally sound, and compliant with corporate standards.

By providing centralized leadership on Programme Finance, Results-Based Management (RBM), monitoring and evaluation (M&E), and risk management, the PMSU strengthens portfolio oversight across the full programme cycle—from design and budgeting to implementation, reporting, and closure. The unit ensures systematic quality assurance, robust financial oversight, and proactive risk management in line with UNDP’s Programme and Operations Policies and Procedures (POPP) and Internal Control Framework.

Through strengthened analytics, evidence generation, and compliance systems, the PMSU enhances organizational effectiveness and accountability, enabling programme teams to focus on delivering transformative results for Egypt while safeguarding UNDP’s integrity and credibility with partners and donors.

The Programme Support Analyst of the Programme Management Support Unit (PMSU) serves as the Country Office’s central authority on programme quality assurance, performance management, and financial integrity. The role ensures that UNDP Egypt’s portfolio is strategically aligned with the UNDP Strategic Plan and the Country Programme Document (CPD), while delivering measurable impact in line with corporate standards.

Reporting directly to the Deputy Resident Representative, Programme Support Analyst plays a critical role in linking programme, operations, and partnerships functions to strengthen delivery performance, optimize resource utilization, and ensure audit readiness and compliance. S/he ensures that resources are strategically allocated, efficiently utilized, and directly linked to results and impact.

The Programme Support Analyst works in close collaboration with Programme Team Leads, Operations, and the Policy and Partnerships function to ensure that programme design and delivery are fully aligned with financing strategies and partnership priorities. The role provides the analytical and quality assurance backbone that enables effective engagement with donors and government counterparts, translating strategic priorities into bankable and results-oriented programmes.

The Programme Support Analyst also collaborates closely with the Communications function to ensure that verified results and impact are effectively communicated, enhancing UNDP Egypt’s visibility, credibility, and positioning as a trusted development partner.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Incumbent is expected to display managerial innovation, initiative, and a strong client orientation that encourages and rewards excellence in programme delivery and implementation. S/he might be required to undertake emerging tasks and additional duties as requested by senior management.

1.Ensure full compliance of the programme portfolio with UNDP Programme and Operations Policies and Procedures (POPP), RBM standards, and Internal Control Frameworks (ICF), maintaining high-quality project design, implementation, and reporting:
• Ensure programme implementation compliance with UNDP rules, regulations and policies, effective management of financial recording/reporting system, timely follow-up of audit recommendations, implementation of internal controls, and proper functioning of a client-oriented financial resources management system;
• Perform managerial and oversight functions in the ERP as delegated by the Resident Representative in the approved localized Internal Control Framework (ICF).
• Coordinate compliance and oversight across the Programme and Operations teams, programme management, establishing tools for accurate data on programme performance;
• Set-up tools and strategies to establish the CO as a center excellence in corporate performance management dashboards and reviews in collaboration with the Operations Manager;
• Advise senior management on oversight, compliance and assurance issues affecting country programme and operations.
• Ensure SoPs and processes are gender sensitive and promote gender equality.
2.Oversee financial planning, budgeting, and expenditure monitoring across the portfolio, ensuring efficient use of resources and strong alignment between financial delivery and development results.:
• Provide regular overview and analysis of all type of resources including local cost sharing, engagement facility, catalytic core resources (TRAC) and strategic resources allocated by the Headquarters (HQ)
• Regularly analyze and prepare strategic financial overview and analysis reports for senior management, including information related to programme and projects financial status, revenue management (GMS/DPC), expenditure, budgets, delivery rate, forecasts for development projects, regular monitoring of pipelines, etc.;
• Ensure that the project budget includes all direct and indirect costs required implement the project, and strong justification for the costing.
• Work with programme managers to monitor delivery of core and non-core resources and pro-actively alert management on projects with delivery issues;
• Ensure timely conduct of HACT yearly audit exercise (optimal planning, adherence to OAI calendar, implementation of audit recommendations, monitoring and follow-up of audit issues, etc.);
• Coordinate the timely preparation and submission of the HACT assurance plan as well as ensuring its effective implementation (timely conduct of spot checks and release of associated reports, liaising with programme personnel for the set-up of assurance calendar, etc.);
• Regularly monitor HACT Dashboard and all HACT indicators in the corporate performance tools such as the Integrated Finance Dashboard (IFD), UNDP at Glance, monitor the implementation of HACT and recommend solutions to challenges in implementing HACT;
• Play a leadership role in inter-agency HACT task forces.
3.Ensure high-quality, timely donor reporting and financial analysis, including oversight of cost-sharing and trust fund agreements, and provide strategic inputs to resource mobilization efforts by strengthening the credibility and evidence base of programme results:
  • Identify approaches and modalities to achieve management targets and increased efficiency resulting in delivery acceleration, sound financial management and optimal programme/project implementation;
  • Provide quality assurance of programmes and projects including LPAC quality assurance, including advice on implementation modalities and programme design.
  • Provide clearance for financially substantive or high-risk contracts for NIM projects and DIM Letter of Agreements (LOAs), Responsible Party Agreements (RPAs), Low grant values or any other legal instruments, etc.;
  • Coordinate the development of tools to monitor and tracking of pipelines, timely set-up and update of pipelines in Quantum and recording of contribution financing agreements, etc.
  • Support the preparation of Financing Agreements and engagement with development partners to ensure they understand UNDP standardized agreements and liaise with the Legal Office for any required waivers/exceptions;
  • Support the presentation of budgets in Concept Notes and Project Documents to potential donors;
4. Lead the implementation of programme and project quality assurance as well as RBM systems, ensuring robust planning, monitoring, and evaluation frameworks, and promoting the use of data and analytics to drive performance and adaptive management:
• Ensure programme and project quality assurance is conducted at design, implementation and closure, including SES etc.
• Ensure portfolio approach is adopted to strengthen integration, coherence and efficiencies across programming.
• Ensure effective application of RBM approaches and tools, establishment of targets and monitoring of achievement of development results;
• Ensure robust system of monitoring and reporting, as well as evaluation is planned and operationalized according to programme and project results frameworks and performance indicators;
• Ensure continuous improvements through scanning of new approaches, tools, and systems within and outside of UNDP, and adapted / adopted within the CO.
• Provide substantive advisory services to Programme Team Leaders and Operation personnel, for delivery acceleration and efficient project implementation.

5. Strengthen risk identification and mitigation measures, ensure audit preparedness, and oversee follow-up on audit recommendations to safeguard compliance and minimize operational and financial risks.:
• Provide strategic advice to senior management on risk management, including risk identification and monitoring, risk management measures, particularly potential areas of high risk.
• Establish a risk management strategy and framework by developing tools for risk management, compliance and assurance system and process from project to CO levels;
• Ensure appropriate analysis for risk management at programme, operations and project staff level;
• Support senior management to ensure risk management is central part of programme management, identify, evaluate and advice on significant exposures to risk;
• Adapt existing risk management tools to ensure mechanisms are in place and functioning, advise and develop new tools and procedures;
• Ensure reporting on risk to Senior Management and HQ is clear and consistent and accompanied by actionable recommendations;
• Provide advisory services, lead and undertake cross-practice capacity risk assessments;
• Evaluate the effectiveness and efficiency of controls and promote the continuous improvement of the control environment;
• Effectively communicate on risk and control systems and information with appropriate units;
• Routinely monitor financial exception reports for unusual activities, transactions, and assess anomalies;
• Coordinate the review of CO risk logs to ensure that risks are adequately assessed and escalated if need be while establishing adequate processes to mitigate those risks.
6. Lead capacity-building initiatives for programme and project teams on RBM, financial management, and audit compliance, fostering a culture of accountability, learning, and continuous improvement:
• Ensure capacity building through training and advice in terms of systems, business processes, NIM and DIM implementation processes;
• Ensure the set-up of capacity development plan for UNDP personnel, Implementing Partners (IPs) and Responsible Parties (RPs) including the timely monitoring of progress made and implementation of HACT micro-assessment recommendations.
• Coordinate the preparation of manuals for NIM/DIM implementation for projects and counterparts;
• Provide support to the CO staff on project budgeting /accounting rules and procedures and ways of improving of financial programme management;
• Ensure necessary Quantum training sessions for the CO staff are implemented;
• Manage the CO SharePoint to ensure that key program and operations documents are properly filed and accessible.
• Take tangible steps to promote gender equality in the CO particularly in programming, and to create and maintain an inclusive, and respectful working environment, free form any form bias, harassment, sexual harassment, discrimination and abuse of authority.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Advanced university degree (master's degree or equivalent) in Economics, Political Sciences, Social Sciences, or related field is required or

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing policy, business development and partnerships advisory services and well versed on programme finance management services, monitoring and evaluation and quality assurance processes is required.
  • Experience in programme finance management, including budgeting, delivery tracking, financial analysis, and resource planning is desired.

  • Experience in designing and implementing RBM frameworks, including results frameworks, KPIs, and theories of change is desired.
  • Experience in quality assurance and oversight of project/programme cycles, from design to evaluation is desired.
