UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2027 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centered around the concept of “Transformative Resilience” and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
The SHAMSI Palestine is a national renewable energy and municipal finance platform established to enable Palestinian Local Government Units (LGUs) to develop, own, and operate solar photovoltaic (PV) and battery energy storage system (BESS) projects through a structured blended financing model combining programme participation and local bank financing. The Project aims to transform LGUs from electricity consumers into active energy investors; reduce municipal electricity expenditure; strengthen financial sustainability; support electricity-sector reform; and contribute to national renewable energy and energy-security targets. SHAMSI is implemented through a programme-coordinated, municipality-implemented delivery model. LGUs benefited from the project will have access to grant and soft loans to implement their self-owned solar stations. Phase 1 will target 20 LGUs and provide tailored technical assistance to strengthen their readiness and enable them to access the SHAMSI financing scheme.

Institutional Arrangement
Under the guidance of the Assistant Special Representative and direct supervision of the Programme Specialist of the NRM portfolio, the Project Coordinator will undertake the assigned duties.

Ability to communicate in a clear, concise, and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience Ability to manage communications internally and externally, through media, social media and other appropriate channels.

- Ability to inspect, cleanse, transform and model data with the goal of discovering useful information, informing conclusions, and supporting decision-making

Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and Programme performance and results
Education
- Secondary Education is required OR;
- A first-level university degree (bachelor’s degree) in Renewable energy, Business Administration, International development, or a related field will be given due consideration but not a requirement.
Min. years of relevant work experience
- Minimum 7 years (with High School diploma) or 4 years (with bachelor’s degree) of experience in coordinating / managing renewable energy or socioeconomic development projects.
Required skills
Proven experience in dealing with multilateral donors, local governments units, and Private sector is required.
- Knowledge and understanding of monitoring and evaluation tools is required.
Desired skills
- Proven experience in dealing with local governments, NGOs, and bilateral and multilateral donors is desirable.
- Experience in coordinating and managing development projects (financial, risk, human resources, and procurement management) is an asset.
- Experience in results-based management is an Asset.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), project management and web-based management systems, and advanced knowledge of spreadsheet and database packages is an asset.
- Proven Knowledge of the UN system and familiarity with UNDP procedures is a distinct advantage.
- Skilled in developing donor and management reports using Power BI, and other visualization tools to present complex technical and financial information in a clear and impactful manner would be an asset.
Required Language(s)
Fluency in both English and Arabic languages is required
