UNDP Georgia together with the Office of the High Commissioner for Human Rights (OHCHR) implements a 40-month project “Human Rights for All” (HR4All) – Phase 3, which is a joint initiative of the EU and the UN. Its overall objective - to ensure a better protection of human rights for all in Georgia, including those in vulnerable situation - complies with the international obligations of Georgia, deriving from the UN human rights treaties, EU-Georgia Association Agreement, as well as other documents forging Georgia’s path to EU integration, Sustainable Development Goals, United Nations Sustainable Development Cooperation Framework as well as with the national priorities.
Under the overall guidance and direct supervision of the Democratic Governance Team Leader, the Project Manager will ensure effective and timely delivery of these projects.

- Day-to-day management of project activities;
- Coordinate with relevant implementing partners and UNDP to ensure that expected outputs are delivered in a timely manner;
- Ensure project is implemented in compliance with UNDP’s Procurement and Human Resources Guidelines, Communication and Visibility and financial requirements;
- Ensure that project is executed according to work plans and within established budgets;
- Manage requests for the provision of financial resources by UNDP, using advance of funds, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures) form;
- Put in place and facilitate results-based implementation of project activities;
- Performance of other duties as required in support of project implementation;
- Support in the implementation of the Gender Equality Strategy and Action Plan, promotes and advocates for gender equality in all aspects of work.
- Effective monitoring for ensuring implementation of project activities;
- Assess the programmatic impact and oversee the appropriateness and the accuracy of methods used to verify progress and the results;
- Manage and monitor the project risks initially identified, submit new risks to the Project Steering Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the Project Risks Log;
- Be responsible for managing issues and requests for change by maintaining an Issues Log;
- Prepare the Project Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the Project Management Team;
- Ensure timely submission of regular financial and activity progress reports to UNDP as well as adequate financial management of allocated resources;
- Oversee timely preparation of reports for UNDP to donors and other stakeholders;
- Prepare presentations to donor partners, government and other stakeholders as required.
- Create strategic partnerships with government, local authorities, civil society organizations, private sector stakeholders and beneficiaries;
- Actively support the implementation of the resource mobilization and maintain close relationships with donor partners;
- Closely liaise with the teams for programme results to ensure coherence and synergy among all projects of UNDP Georgia;
- Build relationships with other UN agencies, relevant donors and their implementing partners and build upon common activities to ensure maximum impact of project activities especially when targeting vulnerable and specialized groups such as PwDs, religious and ethnic minorities, LGBTQI+, older persons and youth; and,
- Advise team members and management on new developments regarding key partners and stakeholders.
- Provide quality advisory services to the CO and IPs and facilitate knowledge building and management;
- Identify and synthesize best practices and lessons learned;
- Make sound contributions to knowledge networks and communities of practice including corporate communications repositories; and,
- Contribute to the design and implementation of appropriate learning strategies for stakeholders.

- Advanced university degree (Master's Degree or equivalent) in Law, Public International Law or International Human Rights Law is required, or
- A first-level university degree(Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Minimum 2 years (with Master’s Degree) or 4 years (with Bachelor’s degree) of relevant experience in designing, implementing and monitoring of the human rights-related projects.
Fluency in English and Georgian is required.
Experience in project management including coordination, financial management, risk management and partnership management;
Experience working with diverse groups of professionals towards common goals.
- Experience in policy analysis, development work, project management and implementation (including financial management) related to the rights of vulnerable and minority groups, such as persons with disabilities, religious and ethnic minorities, LGBTQI+ people.
Experience with business and human rights issues.
- Experience in coordinating or implementing activities for private sector.
- Experience with the country’s institutional framework and policies of human rights.
- Experience working with government, donors or the UN previously.
Experience with SDGs.
