Project Context and Scope
Under the European Union-funded project “Strengthening the Operational Capacity of the Egyptian Coast Guard and Egyptian Border Guards to Manage Migration Flows through Effective Border Surveillance and Search and Rescue at Land and Sea”, IOM Egypt works closely with key Government of Egypt counterparts, including security and border management authorities, to strengthen national capacities in the areas of Search and Rescue (SAR), Maritime security and Humanitarian Border Management (HBM). Through a range of capacity-building initiatives, study visits, specialized trainings, simulation exercises, and equipment support, the project aims to enhance the operational readiness, coordination, and institutional capacities of relevant Egyptian authorities.

Immigration and Boder Governance (IBG) Unit of IOM Egypt- Maritime Security
Tasks to be performed under this contract:
Under the overall supervision of the Immigration & Border Governance (IBG) Project Officer and direct supervision of the National Project officer (IBG), the consultant will assist with the IBG activities of the Mission. Tasks will include:
Assist in the implementation of capacity building and technical assistance activities, including training preparation and delivery under the IBG Programme. Assist in the preparation, review, and filing of project documentation, including concept notes, agendas, briefing notes, talking points, mission reports, and correspondence with national and international counterparts. Provide administrative and operational support for procurement, contracting, travel arrangements, consultants, service providers, and other project-related processes in coordination with relevant IOM units. Liaise with other IOM staff members on administration, financial, logistics and operational matters in support of Programme activities Support the organization and implementation of meetings, workshops, training sessions, study visits, and high-level events, including participant coordination, logistical arrangements, note-taking, and preparation of event documentation. Support monitoring and evaluation activities, including data collection, consolidation of participant feedback, maintenance of activity records, and preparation of supporting documentation for Programme reporting. Contribute to the development and standardization of templates (reports, questionnaires, surveys, profiles, application, feedback and interviewing forms and others) related to the IBG Programme Perform such other related duties as may be assigned inclusive of duty travels.
Performance indicators for the evaluation of results:
- Timely submission of assigned tasks and deliverables. High quality of work with minimal revisions required. Compliance with IOM policies, donor requirements, and internal procedures. Timely processing of procurement and administrative requests. Compliance with financial and procurement procedures. Accurate maintenance of project documentation and records. Ability to manage multiple priorities while meeting deadlines.
Education
- Bachelor's degree in Political Science, Law, Human Rights, International Relations, or another related field.
- Minimum of 1–2 years of relevant professional experience with a United Nations agency, international organization, or non-governmental organization (NGO), preferably in migration, humanitarian assistance, human rights, or a related area.
Experience
- Knowledge of or experience working with Egyptian entities involved in maritime security, search and rescue (SAR), border management, or related sectors is an asset.
- Strong organizational, communication, and reporting skills, with the ability to coordinate with multiple stakeholders in a multicultural environment.

Languages
For this consultancy, fluency in Arabic & English is required, French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
Travel may be required for the accomplishment of the above tasks; in which case a daily subsistence allowance (DSA) will be provided, as well as flight tickets.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
