The WACA Sub Regional Hub is a critical operational arm of UNDP focusing on climate action, disaster risk reduction, resilience, and energy initiatives in the West African coastal countries. The DRR, Resilience & Energy Portfolio supports countries in enhancing their capacities to manage climate risks and transition towards sustainable, resilient energy solutions, contributing significantly to regional sustainable development goals and the global climate agenda.

The Regional Project Management Analyst supports the Team Leader Climate Action in the coordination, monitoring, and analytical review of the portfolio’s climate change, disaster risk reduction, resilience, and energy projects. The role involves providing high-quality project management support including data analysis, reporting, stakeholder coordination, and operational assistance to ensure effective implementation of programmes across the WACA sub-region. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of the interconnected nature of development risks & crises that the world is facing and that call for assembling multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

A. Project Planning and Strategic Monitoring

The analyst is responsible for ensuring that regional project activities are meticulously planned and tracked against intended outputs

Support Work Plan Development: Formulate, review, and finalize Annual Work Plan (AWPs) to ensure they align with the project's strategic objectives and budgets.
Track Performance Indicators: Monitor daily progress against the project results framework and milestones across all participating countries in the region.
System Maintenance: Regularly update project scheduling and monitoring data in UNDP’s enterprise management systems (e.g., Quantum).
Ensure Timely Implementation: Coordinate with national counterparts and Country Offices to ensure scheduled regional activities are executed on time

B. Financial Management and Budget Oversight

This responsibility ensures that project funds are utilized effectively, accurately, and in compliance with UNDP financial regulations.

Monitor Expenditures: Regularly review financial resources, commitments, and disbursements to guarantee the accuracy of financial reports and detect any erroneous charges.
Process Budget Revisions: Prepare and finalize budgetary revisions in the system to reflect any necessary adjustments to the initially approved budget.
Manage Payment Requests: Oversee requests for financial resources, including advances, direct payments, or reimbursements utilizing the Fund Authorization and Certificate of Expenditures (FACE) forms.
Track Cost Recovery & Receivables: Review Accounts Receivable, track cost-sharing funds, and ensure funds are adequately reserved to cover the full cost of staff and activities

C. Risk Management and Quality Assurance

A core strategic function is proactively identifying and mitigating threats to the project's success.

Ensure Policy Compliance: Verify that all technical, logistical, and administrative processes follow the UNDP Programme and Operations Policies and Procedures (POPP).
Audit Preparation and Compliance Coordination: Consolidate, review, and organize all critical project documentation – including financial statements, procurement logs, asset registers, and progress reports – to ensure complete readiness for scheduled audit exercises, and coordinate the timely implementation of any resulting audit recommendations
Safeguard Assets: Oversee the physical safeguarding of project assets and coordinate equipment transfers at the end of the project lifecycle.
Maintain the Risk Log: Continuously monitor initially identified project risks and enter any new risks into the project risk log for the Project Board's consideration.

D. Monitoring, Evaluation, and Reporting

The analyst plays a crucial role in gathering evidence of project impact and communicating it to stakeholders and donors

Draft Progress Reports: Prepare comprehensive quarterly operational reports, annual progress reports, and specific donor-required reports.
Facilitate Evaluations: Ensure that mid-term reviews (MTR) and terminal evaluations (TE) are executed according to UNDP guidelines and submitted to the Project Board.
Capture Lessons Learned: Systematize, document, and share lessons learned and best practices throughout the project implementation phase
Standardize M&E Protocols: Implement and maintain monitoring and evaluation procedures to ensure that data gathered across the region is valid, reliable, and comparable.

E. Stakeholder Coordination and Operational Support

This involves acting as the administrative and operational bridge between regional hubs, country offices, and external partners

Facilitate Regional Communication: Maintain working contacts and ensure smooth information sharing between central/local partners, civil society, and government agencies.
Support Procurement: Draft Terms of Reference (ToRs), work specifications, and assist in the contracting processes for regional consultants and suppliers.
Organize Regional Events: Coordinate the logistics, travel, and administrative requirements for regional workshops, Project Board meetings, and training sessions.
Information Management: Set up and maintain an efficient, readily accessible filing system for all project documentation (technical reports, meeting minutes, consulting deliverables).

Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.

Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.

  • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues.
  • Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The Regional Project Management Analyst reports directly to the Team Leader of the Climate Action, Disaster Risk Reduction (DRR), Resilience & Energy Portfolio at the UNDP West and Central Africa (WACA) Sub-regional Hub. This role collaborates closely with UNDP thematic teams, regional partners, and key stakeholders to provide technical expertise and support for climate action, resilience, and disaster risk reduction initiatives across the WACA sub-region, ensuring alignment with UNDP’s strategic objectives and fostering integrated approaches to sustainable development in the region.

  • Advanced university degree (Master’s Degree or equivalent) in Business Administration, Public Administration, Project Management, Economics, Finance, Social Sciences, International Relations, or a closely related field; OR
  • A first-level university degree (Bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
  • Minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level in project management, programme/project support, results-based management (RBM), administration, finance, or other relevant operational fields.

Systems & Software Proficiency: Proven experience in using computers and standard office software packages (Word, Excel, etc.), as well as direct experience handling web-based enterprise resource planning (ERP) management platforms (such as UNDP’s Quantum or ATLAS)

  • Hands-on experience in design, implementation, monitoring and evaluation and reporting related to development projects;
  • At least 1 year of relevant professional experience in project or programme management, preferably in climate change, disaster risk reduction, resilience, or sustainable energy sectors.
  • Experience working with international organizations, preferably UNDP.
  • Strong analytical and reporting skills, including proficiency in data analysis and visualization tools.
  • Good organizational, communication, and coordination abilities/experience.
  • Proven ability to work effectively within multicultural and multidisciplinary teams

Full proficiency in English is required

  • Working knowledge in French is desired
