Organizational Context and Scope

The IOM Coordination Office for the North Pacific covers the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Republic of Palau, Kiribati, and Nauru, with its main office located in Pohnpei and six Sub-Offices across the North Pacific. Ongoing operations focus on FSM, RMI, and Palau, supporting communities across geographically dispersed islands.

The Federated States of Micronesia (FSM) is highly vulnerable to the impacts of climate change and natural hazards, including typhoons, droughts, storm surges, and king tides. These events can result in significant damage to infrastructure, livelihoods, and essential services, while increasing the risk of displacement for affected populations. To address disaster-related displacement and strengthen community resilience, the International Organization for Migration (IOM) implements a range of preparedness, response, recovery, and resilience-building initiatives across FSM. Following a recent typhoon that severely impacted communities throughout Chuuk State, IOM has been supporting the Government of FSM in delivering emergency relief assistance to affected populations. Furthermore, IOM is also preparing to implement long-term recovery activities, including the reconstruction of damaged homes and public facilities in Weno and across Chuuk’s lagoon and outer islands.

In addition to recovery efforts, IOM works throughout Chuuk and the wider North Pacific region to strengthen community resilience through disaster risk reduction and climate change adaptation programming. These initiatives include projects focused on food and water security, and the enhancement of emergency evacuation shelters, helping communities better prepare for, withstand, and recover from future climate-related shocks.

Under the overall supervision of the Chief of Mission, the direct supervision of the Programme Support Unit Coordinator, and in close coordination with the Head of Sub-Office in Chuuk and project teams, the Reporting Officer will support all reporting functions for IOM’s reconstruction, resilience, and climate adaptation programmes. The candidate will primarily cover the IOM’s portfolio in Chuuk and extend support to other units and offices as needed.

  • Coordinate the elaboration and compilation of the Mission’s donor reports, supporting compliance with donor requirements and IOM policies and procedures. In particular, support the preparation of project reports, in accordance with donor reporting templates and guidance.
  • Coordinate inputs from IOM Project Managers (PMs), M&E staff, and Administrative/Finance units to support coherence between narrative and financial reporting.
  • Support compliance with IOM reporting policies, standards and processes. Facilitate smooth processing, review and endorsement of reports by the relevant reviewers, including the Regional Office (RO) for Asia and the Pacific, Global Offices and Headquarters (HQ).
  • Facilitate the timely submission of donor reports, in line with specific internal requirements and procedures, and keep records of reporting packages in IOM files and corporate systems.
  • Monitor the Mission’s reporting calendars and deliverables, flag risks of implementation delays, late reporting or non‑compliance, and support corrective actions.
  • Consolidate programmatic evidence, success stories, and lessons learned for donor engagement and internal learning.
  • Support IOM PMs in the effective use of the relevant software application as a reporting and knowledge management tool and means to capture project data, lessons learnt and good practices.
  • Share knowledge created through multiple means, including maintaining accurate, updated and pertinent records of all correspondences and reporting files, and other related information in relevant software applications.
  • In coordination with the RO, support capacity building and training activities on IOM reporting for IOM staff.
  • Perform such other relevant duties as maybe assigned.

Education

  • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • Bachelor’s degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector; and
  • Work experience in donor relations and grant management for specific donors of IOM’s interest.
  • Experience in working in an emergency context as an advantage.
  • Experience in the Pacific region and emergency as an advantage.
  • Familiarity with PRIMA

Skills

  • Good communication, writing and organizational skills; ability to prepare clear and concise reports;
  • Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
  • Confirmed experience in donor report writing in humanitarian and/or development settings;
  • Experience with Results Based Management approach and other strategic planning approaches;
  • Strong analytical and planning skills; ability to establish working relationships with governmental authorities, national and international institutions and Non-Governmental Organizations;
  • Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
  • Good level of computer literacy, including database applications.

Languages

For this position, fluency English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
