UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2027 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”. The PPF is centred around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas: i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
The Security Guard provides reliable and safe security services to the UNDP/PAPP Security Unit ensuring the highest standards of discretion and integrity, sense of responsibility, and excellent knowledge of protocol and security issues. The security guard also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.
- Receive and register incoming and outcoming mail (in coordination with assigned Registry focal point)
- Search visitors’ personal bags and physical search if needed. Deny access to anyone carrying a weapon.
- Regular patrolling and inspection of the interior and exterior of the building.
- Ensure proper registry of all activities at the daily handover logbook.
- Ensure proper registry of UN car movements after working hours and during weekends.
- Maintain all security equipment and ensure good working conditions for all security equipment.
- Ensure VHF radio base functional and implement a daily radio check with UNDSS radio room.
- Maintain direct contact with Security Analyst to inform about any related security incident or information.
- Implement proper vehicle search at the vehicle entrance using the under-vehicle mirror.
- Conduct VBIED security inspection of vehicles entering the car park.
- Greet staff and visitors and provide answers to questions in a respectful manner.
- Direct Visitors to the appropriate staff location.
- Implement UNDP/PAPP proper access procedures, pass and ID system.
- All visitors must enter through a metal detector, and all possessions are screened through an x-ray machine (in the absence of this equipment, a scan by utilizing a hand-held wand and visual inspection of possessions will take place).
- Be prepared to work in shifts and double shifts if required.
- Assist the Security Analyst in administrative related tasks if requested.
- Replace the Security Analyst in his absence if required
- Assist staff with making inter-office, overseas and domestic long-distance calls.
- Answer and forward incoming calls to final destinations.
Under the guidance of the Operations and Services Manager and direct supervision of the Security Analyst, the security guard will undertake the required functions

- Ability to provide adequate response to security incidents/events
- High School Diploma.
- Minimum of 2 years of relevant experience in security-related positions.
- Knowledge of Windows and MS Office applications.
- Ability to manage the security system including CCTV, access control and fire-alarm system
- Holding a driver’s license that permits driving in Jerusalem is an asset.
- Proven work experience as a Security Guard with an international organization or Embassy is an asset.
- Previous experience with technical protection equipment, radio and other telecommunication equipment is an asset.
- Relevant training and professional accreditation in the security field is an asset
- Fluency in Arabic and working knowledge in the English Language.
- Working knowledge in Hebrew Language would be an asset.
