Organizational Context and Scope
2. Regularly research, follow-up on, compile, analyse and present information and data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
3. Monitor budget expenditures; verify availability of funds and maintain records of approved project budgets and revisions in line with IOM policies, procedures and donor requirements.
4. Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements and bring issues, deficiencies and gaps to the attention of the supervisor for appropriate follow-up.
5. Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
6. Prepare and deliver presentations and training modules for beneficiaries and other relevant stakeholders in the thematic area of IBG.
7. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the IBG area of work.
8. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
9. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOPs), policies and concept papers and support the development of new projects.
10. Cooperate efficiently with other units and team members and provide guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
11. Perform other related duties as assigned.
Education
- Bachelor’s degree in Law, International Law, Governance Studies, Humanitarian Action, Economy, Development studies, Security studies, Political Science or any other related field from an accredited academic institution with five years of relevant professional experience; or
Experience
- Experience in the field of government, security, law, human rights, and/or economic development in international organizations, border management and law enforcement, national/international institutions, project development, donor relations or similar.
- Experience in supporting IBG projects and programmes; experience in delivering IBG-related training and workshops for government officials is an advantage.
- Experience developing training plans, standard operating procedures and detailed instructions.
- Experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
Skills
- Good understanding of international law (in particular International Migration Law), rule of law concepts, as well as human rights.
- Knowledge of IBM (Integrated Border Management) concepts and their practical application in border management programmes is an advantage.
- Demonstrated knowledge of international and national legal frameworks addressing cross border crime, with a specific focus on smuggling of migrants and trafficking in persons.
- Ability to conduct research, analyse information and data, and prepare analytical reports, briefing notes and other project documentation.
- Demonstrated ability to manage projects and organize workshops, training activities and stakeholder events involving multiple partners.
- Strong written and oral communication skills in English, including the ability to prepare and deliver presentations and briefings.
Knowledge of UN and bilateral donor programming.
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in Arabic and English both written and Oral is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, security clearances.
This post is subject to local recruitment. Only those holding a valid residence and work permit for the country where this position is based, will be eligible for consideration. The initial contract issued may be for a duration shorter than one year, in order to align with the work permit expiry date.
