IOM Philippines implements a range of projects requiring engineering expertise, primarily in the context of disaster risk reduction and management and supporting climate-resilient shelter solutions. This includes a project focused on establishing a diaspora-guaranteed microfinance model for safe shelters. The project aims to facilitate collaboration with the private sector and affected populations to solve complex humanitarian challenges. Further, IOM plays a vital role in supporting the Philippines’ Department of Human Settlement and Urban Development (DHSUD) in its leadership and implementing roles of the Shelter Cluster under the Early Recovery and Response Pillar of the country’s disaster risk reduction and management (DRRM) system.
Under the direct supervision of the National Project Officer of the Legazpi Sub-Office, and working closely with the National Emergency Preparedness and Response Officer, the National Project Officer (Engineer) will assist in the effective coordination, reporting, and implementation of shelter/infrastructure components of the Diaspora Engagement and Closing the Loop projects and emergency response initiatives under the Legazpi Sub-office AOR and other parts of the country during disaster operations, as necessary.
Support the timely and quality implementation of engineering/ construction/ repair activities.
Prepare a detailed and achievable workplan for the implementation of engineering Project Deliverables.
Prepare detailed program of works and cost estimates for construction/repair activities.
Review, coordinate and update workplans with key stakeholders, government counterparts and community leaders
- Coordinate with the procurement/logistics team pertinent to ensure timely delivery of the construction and other materials needed in target areas.
- Coordinate and assist the procurement/logistics team on market survey/analysis pertaining to Shelter, WASH, and other possible infrastructure project interventions and activities
- Provide technical and quality control inputs on any needed construction materials to the procurement/logistics team.
Plan and implement capacity-building and training activities for partners, stakeholders and/or beneficiaries on Build-Back-Better-Safer (BBBS) construction guidelines as prescribed by the Shelter Cluster and the Donor.
- Attend meetings and coordinate with key stakeholders, such as local government or active NGOs, as directed by the National Project Officer of the Legazpi Sub-Office.
- Ensure full adherence to the principles of Do no Harm, and Conflict-Sensitivity Frameworks throughout the project implementation.
- Assist in planning, monitoring, and reporting project accomplishments in close coordination with the program team.
- Identify challenges and provide inputs and recommendations to improve/develop program services.
- Support the oversight and provision of technical guidance to consultants, service providers or implementing partners relating to engineering, in line with the project workplans and requirements.
- Conduct monitoring of relevant engineering work within the sub-office, to ensure compliance with all relevant standards, and report any challenges to the National Project Officer as necessary.
- Conduct necessary assessments, information verification or validation, updating and feedback, and monitoring in line with program implementation deliverables.
- Support the implementation of emergency response operations including field deployment for rapid assessment, attend cluster meetings, shelter support, and other service delivery/distribution.
Perform other duties as may be assigned.
Education
University degree in Civil or Structural Engineering or a related field from an accredited academic institution with 2 years of relevant professional experience, preferably in engineering or similar roles;
Experience
Experience in WASH and Shelter design and construction a distinct advantage;
Experience in international humanitarian response and/or inter-agency programmes;
- Experience supervising local construction contractors - working with local or national government agencies and non-government organizations and private sector groups.
Familiarity with the context in the Bicol Region an advantage
Familiarity with IOM administrative management, an advantage.
Skills
Strong technical skills for WASH and Shelter engineering necessary
- Strong organizational and coordination skills are needed, with the ability to manage multiple remote tasks simultaneously under time constraints.
Community engagement and negotiation skills a distinct advantage
Familiarity with business administration or management an advantage
Computer literacy with MS Office applications and construction drawing (AutoCad and SketchUp) software.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, English language is required. Knowledge in Bicol languages is desired.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
