Under the guidance and direct supervision of the SOC Supervisor, and overall supervision of UNDSS Deputy Chief of Operations, the incumbent ensures installation and maintenance of the Digital Mobile Radio (DMR), Analogue radio networks, and supervision/maintenance of SOC infrastructure throughout the country through implementation of the necessary standard operating procedures and the provision of guidelines and SCS radio related training for the UNSMS personnel in South Sudan.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

  • Install and maintain the Digital Mobile Radio (DMR) infrastructure in Juba and all Field Locations;
  • Install and maintain point-to-point and point-to-multi-point wireless interconnects between DMR sites;
  • Regularly monitor the DMR infrastructure to ensure all components are operational;
  • Conduct field preventive maintenance missions (minimum biannual per location) to ensure availability and longevity of radio communication infrastructure, including systems in vehicles, trucks, and SOCs.
  • Ensure reliable SCS support to UNSMSSOCs in Juba and field locations;
  • Support all emergency field missions by deploying experienced Telecom Assistants.
  • Install satellite phones for SCS backup communication;
  • Install backup solar power solutions in all Common SOCs;

Install and maintain telecom towers.

  • Organization of trainings for the operations/ projects staff on Finance;
  • Synthesis of lessons learnt and best practices in Finance;
  • Sound contributions to knowledge networks and communities of practice.
  • Maintain callsigns and sel-calls database of staff with ICTWG, SOCs, and vehicles for UNSMS;
  • Ensure the callsigns database is consistent and share information with ICTWG and Security Cell.
  • Provide Radio Programming Services for DMR and Analogue networks to the UNSMS community in South Sudan;
  • Guide radio technicians from other agencies on radio installations and maintenance.

Set up and implement the SCS SOPs in all SOCs;

  • Provide specific and refresher radio communication training for all SOC Assistants;
  • Provide training on the use of VHF radio equipment and sat phones to the UNSMS on an ad-hoc basis;
  • Assist in the development and review of SOPs, technical documentation, user guides, and system configuration documents for the UNSMS DMR & Analogue Networks infrastructure.
  • Assist in the technical evaluation of equipment needed for all SOCs;
  • Support monitoring of VHF radio networks during security incidents.

The incumbent performs any other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

  • Secondary School education is required, OR;
  • University degree (Bachelor’s degree) in Information Technology, Computer Science, similar/related fields and formal Training in Telecom (VHF- DMR and satellite) and IT or relevant related field will be given due consideration but not a requirement
  • A minimum of 7 years (with high school degree) or 4 years (with Bachelor’s degree) of relevant experience in the Telecommunications/ICT field is required.
  • Strong working knowledge of networking fundamentals and power solutions;
  • Experience in the use of Microsoft applications, i.e. Word, Excel, Access and PowerPoint is required.
  • At least 2 years of experience within a UN AFP ICT team is desired;
  • Prior experience with the UN system or an international NGO is desirable;
  • Experience in the use of radio communications systems is desirable;
  • Proven ability to prioritize tasks, meet deadlines and manage multiple projects simultaneously is desired.
  • Fluency in English and Arabic is required.
  • Training in Telecom (VHF- DMR and satellite) and IT is an asset.
