TERMS OF REFERENCE
Under the supervision of the Chief Social and Behaviour Change (SBC), and in close collaboration with programme sections, field offices, emergency teams, and inter-agency partners, the consultant will provide technical leadership and operational support to strengthen UNICEF South Sudan’s Accountability to Affected Populations (AAP) systems and community feedback architecture.
Education
- Advanced university degree (Master’s or higher) in Social Sciences, Communication for Development, Public Health, Anthropology, International Development, Humanitarian Affairs, Sociology, Political Science, or related fields.
Work Experience
- Minimum of 8 years of progressively responsible professional experience in Accountability to Affected Populations (AAP), community engagement, RCCE, humanitarian programming, or social accountability.
- Demonstrated experience in establishing and operationalizing community feedback mechanisms in humanitarian settings.
- Strong experience in community engagement, social listening, feedback systems, and adaptive programming.
- Experience supporting inter-agency coordination mechanisms and multi-sector collaboration.
- Proven experience in developing SOPs, frameworks, analytical reports, and operational guidance.
- Experience in fragile or emergency contexts is highly desirable.
- Previous experience with UNICEF or UN agencies is an asset.
Language Requirements
- Fluency in English is required.
- Knowledge of local languages is an asset.

- Strong analytical and facilitation skills.
- Excellent interpersonal and coordination skills.
- Strong report writing and communication skills.
- Ability to work in multicultural and high-pressure environments.
- Strong understanding of humanitarian principles, AAP commitments, and protection mainstreaming.
Desirables
- Familiarity with digital engagement platforms, social and community listening tools, or data-driven advocacy methods is an advantage.
- Demonstrated ability to synthesize complex data and translate findings into actionable recommendations.
- Excellent verbal communication skills and ability to facilitate workshops or learning sessions.
- Experience in coordinating with governments, UN agencies, donors, and civil society organizations.
- Ability to work collaboratively in diverse, multicultural teams.
- Demonstrated adaptability and cultural sensitivity, with previous experience in humanitarian or emergency settings desirable.
