TERMS OF REFERENCE
In response to growing requests from the Pacific Governments to respond to adolescent programming needs on topics of substance misuse, UNICEF has entered into an agreement with the Government of Japan for a multiyear programme for Fiji and Samoa. Working with Government counterparts and civil society, UNICEF has committed to bolster capacity of national coordinated systems and associated service providers to respond to drug abuse, including underlying violence and mental health and psychosocial issues. This will include case management and associated information management. Primary and secondary prevention will also feature in programmes, including access to information and diversion of children in conflict with the law to support services at community level.
The Adolescent Substance Misuse and Diversion Consultant will support the development, preparation, implementation, and monitoring of the Government of Japan-funded projects aimed at prevention and early intervention of adolescent drug misuse in Fiji and Samoa. The Consultant will provide technical guidance and management support throughout the programming processes. She or he will work closely with Government counterparts, at both the national and subnational level, civil society organizations, faith based organizations, and other community organizations.
Additional years of relevant work experience may be considered as a substitute for an advanced degree.
- Relevant experience working with an international organization or NGO in the Pacific, or a similar context, is required.
- Knowledge and experience in establishing programs in the Pacific context is highly regarded
- Relevant experience in programme management, partnerships, monitoring, and reporting, preferably in a Pacific context, is required
- Relevant experience working with a Government in the Pacific, or a similar context, is desirable
- Experience working in the UN system or in a UN organization is desirable
- Cultural and/or linguistic competency in the context of Fiji or Samoa is desirable.
