Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Support Unit (PSU) Coordinator, and in close coordination with the Regional Media and Communications Officer in Bangkok and the Media and Communications Division (MCD) in Headquarters (HQ), the Media and Communications Officer will be responsible and accountable for communications and visibility activities, working to heighten the visibility of IOM North Pacific’s work and interventions.
- Implement and support in developing the communication strategy for IOM North Pacific, consistent with relevant strategies and COCF’s priorities.
- Support Project Managers (PMs) in devising and implementing projects communications and visibility plans, aligned with the COCF’s communication strategy.
- Assist with organizing press and public information materials, press releases, web-related documents, briefing notes, and talking points in support of public engagements.
- Monitor and analyze the impact of external communications regarding IOM North Pacific via IOM’s Content Engine media publication platform and ensures that the Country Office’s (CO) public facing website is aligned with IOM standards.
- Draft, edit and collate timely public information materials in close coordination with the Regional Media and Communications Officer and the MCD in HQ for IOM’s press briefing notes, global, regional and CO websites, social media, newsletters and other media channels supporting clear and concise communication.
- Contribute to strengthening the IOM staff capacity to carry out communication activities by facilitating training, mentoring, and coaching on informed consent, data protection and organizational and donors’ visibility guidelines, promoting consistent application of established standards.
- Participate in coordinating “Media Lines to Take” for IOM units regarding on-going media requests on emerging issues related to IOM North Pacific, including crisis/emergency communications to support organizational messaging with established communication protocols.
- Liaise with media counterparts in governmental and non-governmental partner agencies as required, and attend global, regional and/or national UN Communications Groups and relevant interagency media and communication working groups for information exchange and support coordinated communication activities.
- Assist in the development of visibility materials in accordance with IOM brand guidelines by drafting specific information inputs intended for presentations, factsheets, videos, as well as project-specific communications and visibility components, including outreach campaigns, contributing to programme visibility.
- Research and analyze new technologies or communications platforms and recommend their application to enhance communication effectiveness within organizational requirements.
- Review communications and visibility materials to promote the consistent application of gender awareness, cultural sensitivity and established organizational standards across communication product.
- Undertake duty travels, as required, to project sites to collect communication content, support visibility activities and provide technical communications inputs in accordance with programme requirements.
- Perform such other relevant duties as maybe assigned.
Education
- Master’s degree in Journalism, Media Communications, Public Information, International Relations or a related field from an accredited institution with two year or relevant professional experience; or,
- Bachelor’s degree in the above fields with four years of relevant professional experience.
Experience
- Experience in digital content creation, including photography, videography, graphic design and editing is required;
- Experience in international journalism, including coverage of international organizations is required;
- Work experience in the Pacific is an advantage; and,
- Understanding of social media and solid experience working with UN media partners.
Skills
- Excellent skills in drafting, editing, graphic design and video production;
Demonstrated photojournalism skills;
- Ability to work on big strategy plans as well as day-to-day tasks;
- Ability to think both creatively and strategically; and,
- Detailed-oriented, inquisitive, with great follow-up and reporting skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
